Begin by heating a skillet on high heat. Add the turkey and spices and cook until browned breaking up as you go. Add in the flour and mix well. Remove from pan, drain (if any liquid remains) and set aside.
Heat the oil in the same skillet. Once warm, add the onions and cook for a couple of minutes until softening. Add in the peppers and cook for another minute. Finish by adding in the garlic and cook for one more minute. Remove from heat.
Taking a baking dish, begin by putting the ground turkey on the base. Next, top with the sauteed veggies. Next, add the mashed potatoes. Finish by topping with the cheddar cheese. Place in a 325 degree oven and bake for 30 minutes.
